Kalingang QC Sa Negosyo aims to provide assistance to micro and small business enterprises impacted by COVID-19 pandemic. This program aims to help our micro entrepreneurs meet ongoing business costs by providing wage subsidy that can help retain their employees and business operations.
Eligible micro business enterprise can apply for wage subsidy equivalent to 50 percent of an employee’s minimum wage for three-month period. Under the QC wage relief program for micro enterprises, the Quezon City Government, through QC-Small Business and Cooperatives Development and Promotions Office (QC-SBCDPO), shall provide a wage subsidy of Php6,500 (half of minimum pay prescribed by DOLE) per employee per month for the period of August to October 2020.

A. For Micro Enterprises that have no or one (1) employee:
1. Application e-Form (submitted via online portal)
2. City Business Permit and/or Barangay Permit (issued before April 2020)
3. Government-issued ID of the owner/ representative
4. Affidavit of Undertaking (downloadable thru online portal)
5. DTI Business Name Certificate (if applicable)
6. BMBE Certificate (if applicable)
B. For Micro Enterprises that have two (2) up to nine (9) employees:
1. Application e-Form (submitted via online portal)
2. City Business Permit and/or Barangay Permit (issued before April 2020)
3. BIR Certificate of Registration (if applicable)
4. Government-issued ID of the Owner/ Representative
5. Affidavit of Undertaking (downloadable thru online portal)
6. DTI Business Name Certificate and/or SEC/ CDA Certificate (if applicable)
7. BMBE Certificate (if applicable)
8. Proof of Revenue decline/loss, such as, but not limited to, sales report, certification from barangay of No Business Operations on the period of March to May, etc. (non-submission of proof of revenue loss shall not toll the processing of
application for the wage relief program)
9. *Gross Sales Declaration Form from QC-BPLD and/or Latest Annual Income Tax Returns filed with BIR (for micro enterprises with more than Php1 million asset size/capitalization)
1. Eligible micro business enterprise/ entrepreneur shall submit application through QC E-Service portal (qceservices.quezoncity.gov.ph) and fill out the application form. The owner or authorized representative can submit the
application. All applications must be submitted using QC E-Service that can be accessed using desktop computers or mobile phones.
2. After filling out the application e-form, the micro business enterprise/entrepreneur must attach and submit the supporting documents.
3. QC-SBCDPO will validate and verify information provided, and will confirm the qualification of micro business enterprise.
4. QC-SBCDPO will notify all eligible micro business enterprises that will receive the wage subsidy.

A. Eligibility for Micro Business Enterprises/ Micro Entrepreneurs
1. Micro Enterprises with 9 employees or less or with an asset size of up to Php 3
million, such as, but not limited to, sari-sari store, canteens, laundry shops,
computer shops, printing shops, etc.
2. Micro Enterprises that are already operating before April 2020.
3. Micro Enterprises that are registered and operating in Quezon City.
4. Micro Enterprises that are forced to suspend or reduce business operations, and
have experienced significant revenue decrease or loss.
5. Micro Enterprises that are currently operating or plan to resume business
operations by August 2020.
B. Eligibility for Employees of Micro Business Enterprises
1. Current employee of an eligible micro business enterprise.
2. Can be any of contract status (e.g., regular, probationary, regular seasonal, parttime, project-based or fixed-term)
